Professional Biography
Willie G. Miller Jr. earned his Bachelors of Science in Business Administration from the University of Phoenix and Master of Business Administration from Strayer University. His concentrations were Business & Human Resource Management, respectively. He enlisted to serve his country in the United States Navy after graduating from Mergenthaler Vocational-Technical High School and was trained as a technician on weapons of mass destruction. Following an honorable discharge, he began his federal career at the United States Coast Guard (USCG) shipyard in Baltimore, Maryland. After several years of training and development, he was promoted to several managerial positions including General Manager of Quality Programs, Leader for the organization's external quality system certification (International Standard Organization (ISO) 9001), and a member of the Leadership Counsel and Executive Steering Committee where he championed continual improvement initiatives for the organization. His broad knowledge and vast experience secured him an opportunity at the USCG's Headquarter Office of Strategic & Business Planning where he worked in finance and budget operations and also conducted program evaluation and analysis of the Coast Guard's cost model. Later he was hired as a member of Department of Transportation's (DOT) Performance Management Team in the Office of the Secretary Budget & Programs at the DOT where he directed the Department’s Government Performance Results Modernization Act (GPRA) initiatives, managed the Secretary’s Balance Scorecard, and represented the Department as a member of the Office of Budget & Management’s Performance Improvement Council. Presently he serves as the Strategic Planning & Performance Management Officer in the Office of Policy & Management Systems with the United States Capitol Police.
